Application: Mercury III - Intensive Support and Preventive Programme for AIDS and Blood Borne Disease
Applicant: The Society of Rehabilitation and Crime Prevention, Hong Kong
Objectives: The objectives of this project are:
  1. To continuously provide AIDS and Blood Borne Diseases preventive education services for inmates in isolated institutes.
  2. To support the target communities reduce high-risk behaviours, and establish and maintain healthy and safe patterns of behaviors by consolidating their healthy lifestyle.
  3. To promote a supportive environment for HIV prevention in isolated institutions by staff training and educational activities
  4. To enhance the maintenance of medication of HIV+ clients by linking them up with local medical system
  5. To enhance knowledge of HIV and Sexual Transmitted Diseases among the target community;
  6. To enlarge the coverage of HIV educational service and HIV antibody test among the target community;
  7. To facilitate the target community to sustain a habit of adopting safe sex practice through diversified and strategical intervention;
  8. To facilitate the target community’s involvement in AIDS prevention programs and enhance their acceptance towards PLHIV.
  9. To support and encourage IDU in all ethnicity to maintain a safer practice in Harm Reduction strategy, in order to prevent HIV and other blood-borne disease transmission in the community.
  10. To enhance the social hygiene awareness as well as the personal hygiene awareness of the IDU community by practicing safety syringe disposal and wound treatment, so as to reduce the risk of general public on used needle incident.
  11. To expand the geographical coverage of Voluntary Counselling and Testing Service and boost motivation on VCT by providing convenient testing venue and mobilized service.
  12. To provide graduate training to rehabilitated drug users, promote them as full-time Peer Supporters or Peer Placement Volunteers; make good use of the positive peer influence to promote Harm Reduction in the community.
  13. Provides HIV combination prevention services to the high risk MSM community; aim at enhancing their knowledge of HIV/AIDS and blood borne diseases, and reduce the chance of risky behavior.
  14. Expand the coverage of receiving HIV combination prevention services and HIV antibody test among the high-risk target communities.
  15. Apply the “Treatment as prevention” approach; provide referral, escort and counselling service to PLHIV, link them to the health care service, aim at reducing the risk of further spreading.
