Welcome to the Homepage of the Council for the AIDS Trust Fund.

The AIDS Trust Fund ("the Fund") was established in 1993. The Fund has been providing support to different categories of AIDS-related programmes. These programmes include providing ex-gratia payments to HIV-infected haemophiliacs who contracted HIV through the transfusion of contaminated blood or blood products in Hong Kong prior to August 1985; augmenting existing medical and support services provided by the DH and the HA for HIV-infected patients; and enhancing publicity and public education on prevention of AIDS. Through these programmes, the HIV/AIDS patients can receive more supporting services and a more supportive environment can be created.

The Fund is managed by a Council, under which there are three Sub-Committees. Members of the Council are appointed by the Chief Executive. The three Sub-Committees are the Ex-gratia Payment Sub-Committee, the Medical and Support Services Sub-Committee, and the Publicity and Public Education Sub-Committee. The membership of the Council and the Sub-Committees comprised mainly of experts from different sectors of the community.

Based on the Recommended HIV/AIDS Strategies for Hong Kong 2022-2027 (the Strategies), higher funding priorities will be accorded to applications for programme targeted at the high risk groups and addressing the Priority Areas for Action as mentioned in the Strategies. The six high risk groups are as follows: -

  1. Men who have sex with men;
  2. People living with HIV;
  3. People who inject drugs;
  4. Ethnic minorities;
  5. Transgender;
  6. Female sex worker and their male clients

Continued and concerted effort from the Government, non-governmental organisations and vulnerable communities to step up comprehensive interventions is essential for keeping the HIV prevalence at a relatively low level. To sustain the programmes in HIV prevention, clinical care and support, we welcome applications which meet the criteria for funding support.
