Application: Deaf People Also Deserve HIV Education and Counseling. Without Sign Language, There Is No Education, There Is No Counseling.
Applicant: Hong Kong Association of the Deaf
Objectives: The objectives of this project are:
  1. To fill the service gap. Since most Deaf people in Hong Kong are illiterate, without Sign Language, there is no HIV Education and no HIV blood testing with counseling service available for Deaf people in Hong Kong;
  2. To fulfill the responsibility under “Convention on the Rights of Persons with Disabilities” so that Deaf people in Hong Kong will not be neglected from HIV intervention services;
  3. To optimize use of the Newly Created HIV Vocabulary Set in Hong Kong Sign Language (HKSL) as an efficient HIV education tool to reach a wider community of Deaf and Hard of Hearing people;
  4. To provide HIV education program for the Deaf, the Blind and People with Physical Disabilities in Hong Kong;
  5. To set-up a Barrier Free VCT services for the Deaf, Blind and People with Physical Disabilities in Hong Kong;
  6. To provide 200 VCT services to the disabled community;
  7. To train 10 Hong Kong Sign Language Interpreters (HKSLIs) as HIV/AIDS educators and counselors;
  8. To train 30 people living with disabilities as peer HIV/AIDS educators and counselors;
  9. To conduct 4 AIDS Education Seminars with a Sign Language Interpreter for the Deaf community; and
  10. To conduct 80 Support group meetings for sexually active people in the Deaf, Blind and People with Physical Disabilities community.
